THOMAS MCCARTHY AND ASSOCIATES – PRESIDENT, Annapolis, Maryland Organized engineering consulting practice to provide management consulting services in information systems, technical documentation and integrated logistics support (ILS).- Provided consulting services to the Council of American Flag Ship Operators for the development of an integrated satellite communications system providing communication between ships at sea and the head offices of three participating steamship companies. Secured funds for the project and encouraged the participation of the Military Traffic Management Command (MTMC), Military Sealift Command (MSC), Maritime Administration (MarAd) and three large U.S. carriers to jointly sponsor the project. Provided technical consulting services to CASO throughout the project.  Developed vessel tracking system for the San Francisco Marine Exchange.


Developed service enhancements for the international marine telecommunications network (INMARSAT) (X.25). Accomplishments included the transmission from ship to shore, of live electrocardiogram data from MS ROTTERDAM to the American Heart Association in Washington DC. Secured the cooperation for the effort of COMSAT, Holland America Lines, Motorola, AT&T and the C&P Telephone Company. 

Published and presented paper on The Commercial Transmission of Data /From Ship to Shore. World Meteorological Conference, UNWMO Hamburg, Germany -1979. Provided expert consulting services to COMSAT on standardization efforts in the ocean transportation industry.


Developed markets for consulting services in the maritime and aeronautical industries. Became expert in the international regulatory environment for mobile communications, maintaining a liaison with ARINC (domestic) and SITA (international). Published International Cooperation in Telecommunications. Bulletin of the American Society for Information Science, November 1975. Developed prototype satellite ship/shore communications link using minicomputer shipboard equipment communicating with main frame computers located at shoreside shipping company offices. Published several reports on US and European certification requirements for shipboard electronic equipment, the Program Management Plan for the improvement of reliability of electronic equipment aboard US merchant ships, and an article in CARGO SYSTEMS INTERNATIONAL on the automation of a marine terminal. Prepared numerous successful proposals for consulting services in telecommunications systems architecture, integrated logistics support (ILS), reliability and maintainability (R&M) and information systems development.


Represented US software and hardware manufacturers in the European market. Introduced optical scanning technology at Midland Montague Industrial Finance, Ltd. in London and The Bank GIRO Centrale in Amsterdam. Introduced advanced computer monitoring technology at Lufthansa. Negotiated several contracts in Poland and the former Soviet Union.


Provided management and technical consulting services to the Australian Ministry of Defense, Army, Navy and AIR. Also supported the Postmaster General’s Department in Melbourne and the Public Service Board of New South Wales in Sydney.
